Appeals of parking citations must be made within seven (7) days of issuance.  To appeal a parking fine, follow the instructions below.

• Appeals of parking citations must be made within seven (7) days of issuance. To appeal a parking fine, please complete the form below and submit to the Covington Police Department. 
• Completed forms and any attachments can be e-mailed to parkingappeals@covingtonky.gov or delivered in-person to: The Covington Police Department, One Police Memorial Drive, Covington, KY. 
• Forms can be accepted during office hours, Monday through Friday 8:00 a.m. through 4:00 p.m. (excluding holidays).
• Attach your parking citation and any other documentation pertinent to your appeal to the appeal form. If you are sending your appeal form via e-mail, please scan and attach a copy of the citation to your appeal submission. You may also bring a copy of citation to your hearing. Failure to provide a copy of your citation before your hearing may delay or appeal hearing.
• Upon successful delivery of an appeal form, a hearing date will be scheduled for no later than fourteen (14) days after appeal. Hearings are held every other Wednesday at 11:00 a.m. at the Covington Police Department.You will be notified of the date of your hearing when you deliver your appeal form to the Covington Police Department. If you choose to deliver your appeal via e-mail, you will receive the hearing date via e-mail.Parking citation appeals are governed by City of Covington Code of Ordinances §§ 75.70-75.80.

On-street parking meters operate from 8 a.m. to 5 p.m., Monday-Friday. Parking meters are 55 cents per half hour. For City-owned lots and garages, please observe posted signage for rates and hours.

New! The City of Covington recently launched the mobile parking app, PassportParking®. The innovative technology allows users the option to conveniently pay for metered parking using their phone. The PassportParking app is free and available for download at the App Store and Google Play. It is important for users to note, there is a $.25 convenience fee with each parking purchase. Visitors are still able to pay for parking using cash at the meters. For more information, click here.

The Residential Parking Program operates in the Licking Riverside neighborhood. Vehicles parked within these zones must display a parking permit. Parking permits are valid for one year and expire in December.

• Residential Parking Permits are available on an annual basis to residents of Licking Riverside for $25 each, which will include one visitor pass. There is a maximum of two permits and two visitor passes per household, per year. These passes are valid for the calendar year in which they are issued, renewable annually, and will be coded to each resident's address for verification purposes. Permits are window stickers, which should be placed in the rear window on the driver’s side of the resident’s vehicle. Residents who do not purchase Resident Parking Permits must comply with on-street signage requirements. Residential permits are only valid in residential parking areas and cannot be used at lots, meters, or any other public parking areas.
• The Residential Parking Program is in effect for the Licking Riverside Neighborhood.
